Europe’s retail energy markets and the shift to electrification: prices, affordability and consumer flexibility

What is it about?

As Europe moves towards greater electrification, retail energy markets will increasingly shape the costs and opportunities for consumers. How electricity is priced and how consumers can respond to changing prices will influence whether households can benefit financially from this transition.

The 2026 Monitoring Report on retail energy markets examines electricity bills, affordability and what the shift to electrification means for consumers.

What trends did the monitoring find?

- Household retail prices rose sharply after the 2022 energy crisis and have remained elevated. In 2025, EU households spent an average of €840 on electricity and €1,170 on gas.

- Household electricity expenditure ranges from 1.2% to 3.9% of national median income across the EU, reflecting differences in prices, consumption and household income.

- High electricity-to-gas price ratios can weaken the incentive to electrify. Electricity remains relatively expensive compared to gas, discouraging households from switching to electric technologies. Network charges, taxes and upfront costs often widen this price gap further.

- Most consumers are not exposed to the benefits of flexibility. 7% of EU households are on dynamic price contracts, while over 80% in nine countries are on single fixed-term, fixed-price electricity contracts. This limits their exposure to changing price signals and potential savings. Smart meter rollout is also uneven across Member States: 66% of monitored customers have a smart meter, but coverage remains below 20% in several countries.

- Flexible consumption could reduce bills. ACER analysis shows that switching to dynamic pricing and shifting consumption to lower-price periods could have saved households an average of 20% (around €120) on their electricity bills in 2025.

- Better contract monitoring is needed to assess consumer outcomes. More complete and comparable contract data are key to assessing market impacts on European consumers.

Looking ahead

Electrification will increase electricity consumption and change when and how consumers use energy, creating new challenges for retail energy markets.

Three areas will be particularly relevant:

- Making electrification financially attractive. Retail electricity prices relative to fossil-fuel prices, technology efficiency and upfront investment costs will shape incentives to electrify.

- Ensuring network investment delivers value for consumers. Efficient planning and use of existing grids will help contain costs and protect electricity affordability as network investment increases.

- Enhancing monitoring of energy retail contracts to understand consumer choice. Better data on the contracts consumers actually choose will help assess whether appropriate price signals and choices are available as consumption patterns change.

REMIT breach: Estonian Competition Authority fines Futugrid for manipulating the electricity market

What is it about?

The Estonian Competition Authority, Konkurentsiamet, has fined Futugrid Technologies OÜ €16,000 for manipulating the balancing energy market by placing a non-genuine bid (i.e. a bid that was not intended to be executed), which sent misleading signals to the market.

This is the Authority’s first decision on market manipulation under REMIT (Article 5) and remains subject to appeal.

The REMIT Regulation prohibits market manipulation, including sending false or misleading signals, to protect the integrity and transparency of the EU’s wholesale energy markets.

What happened?

On 31 March 2025, Futugrid offered its capacity on the Baltic balancing capacity market (where providers are paid to remain available for the subsequent balancing energy market), and its offer was accepted. This obliged it to submit a corresponding energy bid for delivery on 1 April 2025.

To fulfil this obligation, Futugrid submitted a bid for manual Frequency Restoration Reserve (mFRR), a reserve that grid operators activate to keep the system in balance. The bid was for 1 MW of downward balancing energy (used when there is a surplus of electricity on the grid), covering the market time unit from 12:00 to 12:15 on 1 April 2025. Futugrid set a very low price (-9,999 €/MWh), with the aim of avoiding activation. The bid was nonetheless activated and directly set the marginal balancing price for that period.

The Estonian Competition Authority found that the bid was not genuine, as Futugrid priced it to avoid activation while still meeting its obligation. The Authority concluded that the bid sent a misleading signal to the market and directly influenced price formation, constituting market manipulation in breach of REMIT.

For more information, access the Estonian Competition Authority’s press release (in Estonian).

See the latest table of REMIT breach sanction decisions adopted by national regulatory authorities.

Check the ACER REMIT Guidance (6.1st edition) for more information on trading practices that could constitute market manipulation under REMIT.

ACER seeks feedback on its preliminary model for assessing electricity flexibility needs in the EU

What is it about?

On 5 November 2026, ACER will open a public consultation on the preliminary version of EU-Flex, an open-source electricity market model developed to assess flexibility needs across the EU.

Electricity flexibility is the power system’s ability to respond to changes in supply and demand. Under the EU’s Electricity Market Design reform (2024), ACER is tasked with estimating flexibility needs across the EU and identifying potential gaps.

The first assessment is planned for July 2027, with the EU-Flex model supporting this process.

Why consult?

Stakeholders will have the opportunity to explore the proposed modelling approach ahead of the 2027 assessment.

The preliminary release of EU-Flex will include:

- An explanatory paper introducing the model and demonstrating its use through a test case.

- The preliminary model, including its source code and test case input data.

- A document describing the underlying methodology.

The consultation will help ACER gather feedback on the model and its methodology, as well as identify potential gaps, limitations and areas for improvement.

Get involved!

The public consultation will run from 5 November to 17 December 2026.

On 17 November 2026, ACER will hold a webinar to present the model, explain its key features and demonstrate how to run it. Register for free.

EU gas storage is 75% filled

EU gas storage is 75% filled

EU gas storage is 75% filled

What is it about?

In summer 2026, disruptions to liquefied natural gas (LNG) flows linked to the conflict in the Middle East, low gas storage levels after winter 2025-2026 and slower refilling contributed to tighter supply and pushed the EU’s gas prices higher.

ACER’s latest gas Monitoring Report looks at developments during the 2026 gas summer season and what they could mean for security of supply in winter 2026-2027.

What trends did ACER’s monitoring find?

- EU gas stocks remain below historical levels after a slow summer refill. At the end of winter 2025-2026 underground gas storage levels reached 28% of capacity, down from 34% a year earlier. By 21 October 2026, EU storage stood at 75%.

- Refilling storage has become more expensive. The upper bound estimated cost of refilling storage in 2026 reached €27 billion, while the average cost of injected gas was the second highest in the past decade. The conflict in the Middle East contributed to higher gas prices.

- EU reliance on US LNG continued to grow, as Qatari and Russian supplies fell. US LNG now accounts for around 30% of total EU gas supply, and total Russian gas around 11%. Russian LNG imports are 2% lower than in summer 2025, while Russian pipeline imports fell by 3%. The total EU LNG imports fell by 14%. No significant volumes of Qatari LNG reached the EU in summer 2026.

- Gas prices rose as Europe competed for LNG in a tighter global market. Spot EU hub prices closed to near EUR 90/MWh mid-October 2026.

- The Middle East conflict added an estimated €18-33 billion to Europe’s gas import bill for the same quantity of gas. These additional costs are spread across the gas value chain, affecting household and industrial consumers and driving up electricity prices. Disrupted Qatari exports through the Strait of Hormuz increased EU reliance on other suppliers, especially the USA.

- Hot weather and droughts during summer increased demand for gas-fired power generation. Gas generation rose by nearly 9% over the gas summer period and by 20% in August compared to the same period in 2025.

Looking ahead

- A tighter winter supply balance: The EU will enter the winter with lower overall storage levels than the nine-year average. Gas demand is around 20% lower since the 2022 gas crisis, increasing the relative value of current storage levels. Weather-driven demand will be impacting the gas storage stocks' evolution.

- The EU is expected to continue to face international competition for securing LNG imports: The EU and Asia will continue to compete for flexible spot LNG cargoes during the heating season, possibly increasing exposure to price pressure and volatility.

- The EU's winter prospects may lead to higher LNG needs: The actual level of LNG imports needed will ultimately depend on, inter alia, the severity of the winter weather and gas demand. In the current context, additional LNG imports are mainly to come from the USA in view of reduced Qatari supply and the Russian LNG phase-out from January 2027.

New ACER guidance helps market participants comply with revised REMIT data reporting rules

What is it about?

Today, ACER publishes the first set of its revised REMIT data reporting documents, providing policy and technical instructions on how to report wholesale energy market data to ACER.

REMIT is the EU-wide framework that detects and deters market manipulation and abuse in wholesale energy markets, enhancing transparency and trust in the integrity of Europe’s energy markets.

What’s changing?

Following the revision of REMIT (2024) and of its secondary legislation (2026), new data reporting requirements will be introduced in three phases between October 2027 and July 2028. To help market participants and other reporting parties meet their new obligations, ACER is updating its guidance in three sets, one per phase.

This first set covers exposure and continuous reporting, LNG market data and bilateral transactions with energy intensive consumers. The corresponding first-phase requirements will apply from 29 October 2027. Until then, reporting continues as under the current framework and existing guidance.

What’s in this first set of guidance?

- Transaction Reporting User Manual (TRUM), providing updated technical instructions on how to report wholesale energy products under REMIT.

- Q&As on transaction reporting (formerly FAQs), answering stakeholders’ most relevant questions.

- Guideline on transaction reporting, bringing together existing policy guidance and clarifying who must report, what and when, including an annex on derivatives reporting. The document is published alongside the evaluation reports of the recent public consultations on the guideline and its annex.

- New Guidance on exposure reporting with practical examples to clarify reporting requirements and their application for this new data.

- Updated and new electronic formats for collecting transaction data.

Together, these documents give reporting parties a clear, practical basis to prepare for the new requirements and report consistently across the EU. They were developed in consultation with stakeholders, national regulatory authorities (NRAs) and the European Commission.

What’s next?

- 23 November 2026: ACER webinar on the first set of guidance (Register for free).

- 27 November 2026: Publication of the new guidance for reporting parties under REMIT Delegated Regulation.

- Early 2027: Revision of the ACER Guidance and Q&As on REMIT to align them with the recast Implementing Regulation on data reporting.

- Ahead of each next phase (May and November 2027): Public webinar after each set of revised guidance.

Any questions?

ACER is collecting questions ahead of its webinar (23 November). Submit your questions by Monday 16 November 2026.

Award Cites Courage to Transform Status Quo Patient Care Through Science

Federal Policy and Research Advance Innovation and Organ Transplantation

WASHINGTON, Oct. 30, 2026 /PRNewswire/ -- The American Association of Kidney Patients (AAKP), the nation's oldest and largest independent, non-partisan kidney patient advocacy organization, today announced it has awarded U.S. Senator Susan M. Collins of the State of Maine its 2026 National Leadership Award for Science and Medical Innovation. Collins chairs the powerful U.S. Senate Committee on Appropriations and serves on the Senate Committee on Health, Education, Labor, and Pensions (HELP), including the Primary Health and Retirement Security Subcommittee. The AAKP award cited Senator Collins for her "courage to transform status quo kidney, heart, and metabolic disease care through patient-centered policy and unyielding support for American science, innovation, and organ donation reform."

Kidney disease impacts more than 37 million Americans and their families. In the State of Maine, based on the U.S. Renal Data System (USRDS), there are over 228,000 people living with diseases, over 2,000 living with kidney failure, over 1,400 living on either in-center or home dialysis, and an additional 700 living with a kidney transplant. Across New England, including Maine, it is estimated that over 6,000 people are on the kidney transplant wait list. Nationwide, interrelated cardiovascular, kidney, and metabolic diseases have impacted more than 25% of the adult population and are a leading cause of death. More broadly, an estimated 90% of American adults, or approximately 240 million people, have some degree of interconnected cardiovascular, kidney, or metabolic health conditions according to the American Heart Association.

AAKP President Edward V. Hickey III, a chronic kidney disease patient with family ties to Bar Harbor, said: "AAKP has a long history of policy collaboration with the U.S. Congress, and we have tremendous respect for Senator Collins and her decades-long commitment to building America's research and science capacity, particularly at federal agencies like the National Institutes of Health and at the academic institutions leading work on kidney, cardiac, and metabolic diseases. Her leadership on patient-centered medicine and medical innovation has had, and continues to have, a profound impact on the lives of kidney and other chronic disease patients in Maine and across the nation. Without taxpayer-funded federal investment in kidney science and medicine, patients' choices and their access to new, life-saving innovations would be far more limited than they are today." Hickey is a U.S. Marine Corps veteran and a former senior Congressional aide. He serves on the American Board of Internal Medicine's (ABIM) Nephrology Specialty Board, is a patient advisor for multiple clinical trials administered by the U.S. Department of Veterans Affairs, and chairs the AAKP Veterans Health Initiative, the largest kidney health outreach program outside of the VA.

Paul T. Conway, AAKP Vice President and Chair of Policy and Global Affairs, a 49-year kidney patient and 29-year kidney transplant recipient with roots in Bath and Belfast, Maine, stated, "Bipartisan Congressional legislation and federal appropriations, together with greater innovation, are transforming early kidney disease detection, treatment, and organ transplantation in Maine and nationally. Senator Collins has been steadfast in her commitment to improve cardiac, kidney, and diabetes research and to reduce patient and family burdens associated with chronic diseases. The federal research efforts she has championed, including those made through the National Institutes of Health and other federal agencies, have resulted in greater life-saving treatment choices for vulnerable people living in rural and urban areas." Conway is a University of Maine alumnus, former Chief of Staff of the U.S. Department of Labor, and past Chair of the U.S. Food and Drug Administration's Patient Engagement Advisory Committee (PEAC). He was diagnosed with kidney disease during a routine high school sports physical by his primary care physician, the late Dr. Peter M. Jollie of Belfast, Maine. Dr. Jollie, a retired Royal Air Force Flight Surgeon and veteran of the U.S. government's U2 aerospace programs, was a proponent of early disease screening and prevention.

AAKP advocates help kidney community efforts, coordinated by the American Society of Nephrology (ASN) (view report), to expand Congressional appropriations and taxpayer investments in kidney science and research by up to $1.8 billion, through the National Institutes of Health and the U.S. Department of Defense. Apart from the national impacts across a wide range of heart, kidney, and metabolic research issues, NIH-approved and taxpayer-supported research, science, and training grants have also directly benefited Maine. NIH grants in Maine have supported research related to metabolic conditions including diabetes, with spillovers to aspects of obesity, as well as medical student training in kidney function and diseases through the MDI Biological Institute in Bar Harbor, Maine. Other institutions receiving NIH funding for rural health and conditions such as cancer include The Jackson Laboratories and MaineHealth. In September of 2026, MaineHealth was awarded a five-year, $13.2 million Centers of Biomedical Research Excellence (COBRE) grant by the National Institute of General Medical Sciences of the National Institutes of Health. The funding will be used to further develop the COBRE in Acute Care Research and Rural Health established by the MaineHealth Institute for Research.

AAKP kicked off its 2026 award recognition cycle on September 10 at the William J. Clinton Presidential Center in Little Rock, Arkansas, during its annual National Patient Meeting with the unveiling of the national Kidney Advocate Hall of Fame. The AAKP Kidney Advocate Hall of Fame showcases advocates and medical professionals whose contributions have forever changed kidney medicine and launches a tradition that will honor individuals whose dedication continues to define excellence in kidney advocacy. AAKP provides advocacy skills and social media training for patients, living organ donors, and families through the AAKP Center for Patient Engagement and Advocacy and an allied network of government affairs and policy experts.

AAKP, alongside a broad coalition of patient organizations, transplant experts, and Congressional allies, is working to secure passage of the bipartisan Living Donor Protection Act (LDPA), S. 1552/H.R. 4582 and H.R. 4583. The legislation protects living organ donors from job and insurance discrimination based solely on their decision to donate a kidney to save another life, barriers cited most often by potential organ donors. The bipartisan bill is led by Senator Tom Cotton (R-AR) and Senator Kirsten Gillibrand (D-NY). It was voted out of the Senate HELP Committee on February 26, 2026, with full bipartisan support, including Senator Susan Collins (R-ME), the endorsement of AAKP, the united kidney community, and the American Council of Life Insurance (ACLI). In 2018, with bipartisan support from both Congress and the White House, AAKP and transplant professionals worked with the U.S. Department of Labor's (DOL) legal team and the DOL Wage and Hour Division to have DOL extend Family and Medical Leave Act (FMLA) protections for living organ donors, based on the original intent of the FMLA's Congressional co-sponsors (click here to read the letter and click here to watch the video). Congressional passage of the LDPA in 2026 will codify the DOL's 2018 FMLA job protections and prohibit insurers from discriminating against living donors.

Follow AAKP on social media at @kidneypatient on Facebook, @kidneypatients on X, and @kidneypatients on Instagram, and visit http://www.aakp.org for more information. AAKP patient advocates advance bipartisan kidney policy including: passage of the bipartisan law modernizing the Organ Procurement and Transplantation Network (OPTN) (2023); lifetime transplant drug coverage for kidney patients (2020); the historic Executive Order on Advancing American Kidney Health signed by President Donald Trump (2019); job protections for living organ donors under the Family Medical Leave Act (FMLA) via the U.S. Department of Labor (2018); and Congressional approval of HIV positive organ transplants for HIV positive patients (2013). AAKP is committed to American leadership in the discovery of safe, next-generation kidney technologies while counteracting the pacing threat of China and its efforts to dominate biotech, manipulate the drug supply chain, and limit patient choice.

Dubois über seine Rückkehr nach Ingolstadt, wo er in der letzten Saison noch Co-Trainer von Mark French war: "Es war ein bisschen nervenaufreibend. Sonnenfeld joins special lineup of guests including inaugural Michele & Rob Reiner Champion for Change Honoree Jaime Lee Curtis

LOS ANGELES, Oct. 30, 2026 /PRNewswire/ -- Children's Institute (CII) announced today that DGA and Emmy Award-winning filmmaker Barry Sonnenfeld will host its 120th Anniversary Cape & Gown Gala on Sunday, November 8, in Beverly Hills.

Sonnenfeld joins a special lineup of guests that includes celebrated actor and bestselling author Jamie Lee Curtis, who will receive the inaugural Michele & Rob Reiner Champion for Change Award, presented by Jake Reiner. The evening will also feature a performance by seven-time Grammy Award-winning musician John Mayer, and an appearance by comedian, television host, and New York Times bestselling author Chelsea Handler.

"Barry is the perfect host for an evening that honors the humanitarianism of my sister and brother-in-law," said Martine Singer, president and CEO of Children's Institute. "He introduced Rob to Michele in 1988, and he and his wife Susan remained very close to them ever since. Also, he's hilarious."

Sonnenfeld is an acclaimed filmmaker whose credits include Get Shorty, The Addams Family, and the first three Men in Black films. His close friendship and creative relationship with Rob Reiner spanned decades, including When Harry Met Sally (1989) and Misery (1990), with Sonnenfeld serving as cinematographer on both films.

"Rob and Michele were incredible human beings with an extraordinary capacity to love and serve others," said Sonnenfeld. "I miss them more than words can say, but I'll try."

The Cape & Gown Gala comes as Children's Institute celebrates 120 years of serving Los Angeles. Founded in 1906, CII provides early childhood education, mental health services, and whole-family support to approximately 30,000 children and families annually.

Proceeds from the Gala will support CII's mission to help children and families heal from trauma, succeed in school, and build pathways to lifelong health, and economic mobility.

Partnership strengthens the KSAT Lunar Network and supports deep space and lunar exploration

DENVER and MOREHEAD, Ky., Oct. 30, 2026 /PRNewswire/ -- Kongsberg Satellite Services (KSAT), a leading provider of ground station networks and satellite operations, today announced a strategic partnership with Morehead State University (MSU) to enhance the KSAT Lunar Network, supporting the growing demand for communications and tracking services for deep space and lunar missions.

The partnership leverages MSU Space Science Center's established deep space communications capabilities, including its 21-meter and 12-meter-class antennas in Morehead, Kentucky, to further increase the KSAT Lunar Network. Together, the partnership enables mission operators to maintain reliable links with spacecraft operating beyond Earth orbit by adding network capacity and resiliency over the Eastern United States.

"Partnering with MSU advances KSAT's ability to deliver the communications infrastructure required for the accelerated demand for deep space and lunar missions. We are especially thrilled about this partnership as it helps enable science and exploration space missions today, while developing the next-generation workforce to support the long-term development of the U.S. cislunar economy," said Dan Adams, General Manager of KSAT Inc.

"This partnership reflects our commitment to supporting the future of space exploration through innovation, education, and collaboration," said Dr. Benjamin K. Malphrus, Executive Director of Space Science Center. "Working with KSAT provides exciting opportunities for our students and researchers while enabling us to contribute directly to the thriving commercial sector."

KSAT and MSU share a strong commitment and heritage of supporting NASA's Artemis program, most recently the Artemis II mission, and the broader science and exploration, as well as inspiring the next generation. In addition to expanding KSAT Lunar capabilities, the partnership will create even more opportunities for student involvement and workforce development through KSAT's internship programs, helping prepare the next generation of engineers and space professionals for careers in the rapidly growing space sector.
