Four retired general officers now lead and advise the post-quantum security firm as federal migration deadlines take hold

MIAMI, Nov. 2, 2026 /PRNewswire/ -- LTG (Ret.) Roger L. Cloutier Jr., U.S. Army, former commander of NATO Allied Land Command, now leads operations at Qtonic Quantum Corp, the company announced today. He has chaired the company's Allied Defense Council since May 2026 and continues in that role.

Cloutier is one of four retired general officers who lead and advise Qtonic Quantum. Lt. Gen. (Ret.) Mark E. Weatherington, U.S. Air Force, former deputy commander of Air Force Global Strike Command, chairs the company's Defense Innovation Council. LTG (Ret.) Milford H. "Beags" Beagle Jr., U.S. Army, former commanding general of the U.S. Army Combined Arms Center, is Senior Leader of its Allied Defense Council. BG (Ret.) Shan K. Bagby, U.S. Army, former chief of the Army Dental Corps and a hospital commander, works with the company on health care security.

The appointment comes as post-quantum cryptography moves from policy to deadline. Executive Order 14412, "Securing the Nation Against Advanced Cryptographic Attacks," was signed June 22, 2026. The Department of War's post-quantum cryptography strategy states that, unless otherwise noted, all of its systems must support quantum-resistant algorithms by Dec. 31, 2030, or be phased out, and must use them by Dec. 31, 2031. Defense components now have fixed dates to work toward. Qtonic Quantum expects the contractors whose systems connect to defense networks to be held to the same calendar.

Cloutier is responsible for how the company is structured and how it runs day to day. Two products anchor that work for enterprises and federal agencies. QScout inventories an organization's cryptography and produces a signed CycloneDX 1.7 cryptographic bill of materials. QSolve executes the prioritized migration plan.

The four generals work alongside company advisers including Richard H. Ledgett Jr., former deputy director of the National Security Agency, and David Mussington, former executive assistant director for infrastructure security at the Cybersecurity and Infrastructure Security Agency.

"Every command I led came down to one question: Will the plan hold when it meets reality?" Cloutier said. "The organizations that make these deadlines will be the ones that treat cryptographic migration as an operation, with an inventory, a sequence and a name next to every step. That is the work I intend to run here."

"My last command was the place where the Army writes its doctrine and trains the leaders who carry it out," Beagle said. "The hard part is rarely deciding what to do. It is getting a large organization to do it on time. Roger and I both commanded the Army Training Center at Fort Jackson. I took the same post two years after he left, and the foundation he built was still there. Anyone staring at a 2030 deadline needs someone who has moved a large organization on a hard date."

"A hospital runs on systems that cannot go down and data that cannot leak, so post-quantum migration there is an operational problem before it is a technical one," Bagby said. "Roger taking on operations means a health system gets a plan that respects how it actually works."

Cloutier, Beagle and Bagby are available for interviews through the media contact below.

Fair Trade USA, Patrick J. McGovern Foundation Partner on AI Climate Data

Grant to fund development of AI-powered climate intelligence platform for farmers

OAKLAND, Calif., Nov. 2, 2026 /PRNewswire/ -- Fair Trade USA today announced a $600,000 grant from the Patrick J. McGovern Foundation (PJMF) for Producer Intelligence Infrastructure for Ethical and Regenerative Supply Chains. Running from September 2026 through September 2027, the grant funds an AI-powered tool that helps farmers plan and invest using climate, market, and outcome information.

Producer organizations generate valuable environmental, social, and economic information, but it often sits fragmented across internal systems, is difficult to access, and rarely reaches producers in a form they can act on. The platform combines Fair Trade USA's certification records, audit findings, Community Development Fund investments, and open source climate data with producer submitted documents, images, voice recordings, and stories.

Generated through Fair Trade Certified⢠purchases, Community Development Funds return money to producers for community-led investment. The system returns decision-grade insights like seasonal climate outlooks, market signals, agronomic guidance, outcomes, and prioritized actions for protecting producer landscapes and businesses, with delivery supported by Fair Trade's on-the-ground staff.

"For the last several years, we have been on a journey of democratizing data so that producers are best equipped to be the protagonists of change that will secure supply chains for the years ahead and enhance production and income in the present. This grant allows us to build the tools that will unlock that vision and equip farmers with the insights they need to build their best future," said Felipe Arango, CEO of Fair Trade USA.

Combining PJMF's capacity-building resources with Fair Trade USA's verified supply-chain datasets, infrastructure, the new tool will build on the Nature Intelligence Dashboard, a previous project implemented with Colombian coffee farmers in 2026. Supported by Fair Trade USA's on-the-ground Producer Services team, that dashboard translated open source soil, crop, and biodiversity data into guidance and action plans. Producers will co-design the tool via workshops and follow-up visits with coffee, cocoa, and banana producer leaders in Peru, Côte d'Ivoire, and Colombia.

Fair Trade USA will formalize guidelines for producer data ownership and consent, covering how data is collected, stored, and shared. The principle behind the tool is that a cooperative's own nature, market, and outcome data should serve the producer first. We will share the tools among producers, exporters, and buyers at the World of Coffee and Fair Trade's Impact Fair in April 2027. A self-guided module on the Fair Trade Academy, Fair Trade USA's global training platform, will support wider use.

By September 2027, Fair Trade USA aims to reach at least 10 cooperatives across coffee, cocoa, and bananas in three origins and multiple languages, with a broader reach of 3,000 farmers. The tool gathers producer feedback on usability and action planning and tracks cooperatives' Community Development Fund dollars against actions, laying the groundwork for resilience investments as use grows.

"Farmers are making high-stakes decisions as climate conditions and markets shift, but they do not always have access to the same information as the buyers they sell to. Fair Trade USA's tool gives cooperatives clearer access to their own climate, market, and outcomes data, so they can decide where to invest and how to strengthen their resilience. That is a practical example of technology built by and with the people who will use it." â Vilas Dhar, President, Patrick J. McGovern Foundation

Fair Trade USA sees this work as public-interest infrastructure, a model others can adapt and replicate. It supports a phased path toward the 1.2 million producer partners that Fair Trade USA works with in 52 countries.
