What does it mean for a system or network to be “secure?” It’s a simple question with countless answers, especially in the drone industry, where “drone security” can entail specifics related to data encryption or best practices when it comes to password sharing. However, those examples demonstrate the limitations with thinking of “security” as a given tool or process, when it’s really more of an approach and mindset.

MNA: Berkshire VNA Nurses and Healthcare Professionals Deliver Petition Calling for a Fair Union Contract to Strengthen Patient Access to Home Care
Image File
Original HTML

While there has been bargaining progress on early-career wages, clinicians are urging BVNA to invest in experienced staff to support safe patient care

PITTSFIELD, Mass., Oct. 26, 2026 /PRNewswire/ -- Berkshire Visiting Nurse Association (BVNA) nurses and healthcare professionals, represented by the Massachusetts Nurses Association (MNA), delivered a petition to BVNA management at 4 p.m. Monday, October 26, calling for a fair contract that supports recruitment, retains experienced clinicians and protects the time needed to care for patients safely at home. The parties next meet for bargaining on October 28.

The petition comes as the bargaining unit has shrunk by approximately half over the past several years amid high turnover and challenges attracting new staff. BVNA clinicians are seeking to reverse that decline to strengthen access to home care, help patients recover in familiar surroundings, and support timely hospital discharges.

"We appreciate that management has made progress toward attracting new staff by moving on wages for nurses and healthcare professionals early in their careers," said Tamaryn Clowdus, physical therapist, and Co-Chair of the MNA Bargaining Committee at Berkshire VNA. "We also need reasonable cost-of-living increases for the experienced clinicians who have stayed with the VNA through difficult years. Building a stable workforce and supporting our home care patients requires a focus on both recruitment and retention."

BVNA nurses and healthcare professionals provide care that helps patients manage illness, recover after hospitalization and remain safely at home. Experienced clinicians bring clinical judgment, knowledge of their communities and familiarity with patients' needs. These are important community assets that are difficult to replace when staff leave.

With Berkshire Medical Center experiencing high patient volume, sufficient levels of home care staffing matters more than just the patients receiving visits. Ready access to home care can help patients who are ready to leave the hospital return home with the support they need, making more hospital beds available for people requiring acute care.

"Berkshire Medical Center nurses stand with our BVNA colleagues in their efforts to secure a fair contract that strengthens home care in Berkshire County," said Sarah Roberts, RN, MNA Co-Chair at Berkshire Medical Center. "We see every day how much our patients depend on having care available when they return home. Supporting the clinicians who provide that care helps patients leave the hospital safely and keeps beds available for others who need acute care."

The BVNA petition also calls for reasonable and achievable productivity expectations developed with clinicians and grounded in the realities of home care. A visit involves more than time spent in a patient's home. Clinicians must also document care, coordinate services, communicate with providers and families, and travel between patients.

New electrification index shows China out front as US risks stalling and Europe's policies outpace delivery

LONDON, Oct. 26, 2026 /PRNewswire/ -- China is pulling ahead on electrification, while the US risks losing momentum and some of Europe's biggest economies have yet to translate policy into delivery, according to new analysis.

The Electrification Competitiveness Index assesses progress in 16 countries, measuring electrification delivery on the ground and the conditions needed for further progress. These enabling and deployment factors indicate how ready economies are for businesses to electrify operations.

The analysis exposes a widespread implementation gap, with policy and other enabling conditions ahead of electrification deployment across most countries.

The Index, developed by We Mean Business Coalition with support from RMI, assesses Australia, Brazil, China, Ethiopia, France, Germany, India, Indonesia, Italy, the Philippines, Poland, South Africa, South Korea, Spain, UK and US.

Electrification, combined with clean power, can reduce fossil fuel reliance, strengthen energy security, reduce exposure to volatile fuel prices, support growth and productivity, cut emissions and improve health through cleaner air. It will be a key focus at COP31.

Countries are grouped in four categories:

- Solid foundation - China, France, Spain: relatively strong deployment and strong enablers. China has the highest deployment score, backed by coordinated grid investment, industrial policy and incentives. France and Spain score well on grid performance and clean power shares. In all three countries, electricity prices are more competitive against gas than in most other economies assessed.

- Potential for take-off - Germany, India, Italy, Poland, UK: enablers higher than deployment. The UK has the largest gap between policy and delivery. Electricity costs around five times as much as gas per unit of energy for UK industry, while Germany faces a grid connection backlog of hundreds of gigawatts.

- Risk of stalling - US, Australia, Brazil, Ethiopia, South Korea: deployment sits at/above the halfway mark with enablers below the median. In the US federal policy reversals and grid bottlenecks risk slowing momentum. The US has more than 2TW of generation and storage waiting in interconnection queues, compared with roughly 1.3TW of existing generating capacity.

- Early-stage adoption - Indonesia, the Philippines and South Africa: below the halfway marks on deployment and enablers. Clean power accounts for 18% of generation in Indonesia and South Africa and 23% in the Philippines, while grid investment in all three is below 0.4% of GDP, against 0.65% average across the sample.

Donald Rare Earth and Mineral Sands Project Achieves Major Government Financing Milestone
Image File
Original HTML

Energy Fuels' first large-scale source of rare earth minerals advances toward a final investment decision following receipt of conditional credit approval from Export Finance Australia and the Australian National Reconstruction Fund Corporation for up to A$180 million, as part of a proposed A$200 million senior project finance debt facility

DENVER, Oct. 26, 2026 /PRNewswire/ -- Energy Fuels Inc. (NYSE American: UUUU) (TSX: EFR) (ASX: EF2), a leading U.S.-based producer of rare earth elements ("REE"), uranium, and other critical materials, today announced that Export Finance Australia ("EFA") and the National Reconstruction Fund Corporation ("NRFC"), two major Australian Government financing institutions, have together conditionally approved a commitment for up to A$180 million (US$126 million), as part of a proposed A$200 million senior project finance debt facility, to support construction of Phase 1 of the Donald Rare Earth and Mineral Sands Project in Australia (the "Donald Project"). Completion of the EFA and NRFC financings is subject to entry of definitive documentation and project documentation, satisfactory completion of due diligence, the balance of the required debt funding provided by commercial lenders and final approvals. Financial close of the senior debt financing will be subject to satisfaction of customary conditions precedent. These conditional commitments are in addition to the conditional $725 million loan commitment Energy Fuels received in June 2026 from the U.S. Office of Strategic Capital ("OSC") for expansion of the Company's REE processing, separation, metal and alloy capacity in the U.S.

The proposed financing represents a major milestone toward bringing the Company's first large-scale source of REE minerals into production, with a final investment decision ("FID") now targeted by the end of 2026. The Donald Project is expected to be a key upstream component of Energy Fuels' emerging mine-to-magnet supply chain, providing REE mineral feedstock for the Company's existing and planned capabilities in REE processing and separation, metallization and alloying, and magnet manufacturing

"This financing milestone brings the Donald Project closer to an FID and strengthens the upstream foundation of our leading rare earth mine-to-magnet platform," said Ross Bhappu, President and Chief Executive Officer of Energy Fuels. "Donald is expected to provide a large-scale, long-term source of monazite and xenotime sand feedstock, further distinguishing Energy Fuels as we develop a vertically integrated, Western-aligned supply chain for rare earth permanent magnets."

Large-Scale, Long-Life Source of Critical Minerals

Located approximately 300 kilometers northwest of Melbourne in Victoria, Australia, the Donald Project is a fully permitted, shovel ready rare earths and heavy mineral sands ("HMS") project being developed through a joint venture ("JV") between Energy Fuels and Australia-based Astron Limited.

Upon commissioning, Phase 1 of the Donald Project is expected to produce two primary critical mineral product streams:

The Donald Project is expected to have a 40-year mine life, with Phase 1 expected to produce an average of approximately 9,000 tonnes per annum ("tpa") of REEC and 225,000 tpa of HMC.

Under the terms of the JV, Energy Fuels is expected to purchase all the REEC for processing into REE oxides and downstream manufacturing of rare earth metals, alloys, and permanent magnets. Astron is expected to purchase all the HMC from the JV for sale to global customers.

"Donald's heavy rare earth content, particularly dysprosium and terbium, is especially important because these elements are critical to high-performance permanent rare earth magnets and advanced defense technologies," Mr. Bhappu continued. "We expect Donald to provide a significant long-term source of rare earth feedstock for processing and separation at our White Mesa Mill in Utah, followed by conversion into metals and alloys and, following completion of our planned acquisition of Vacuumschmelze, high-performance permanent magnets."

From Donald to a Vertically Integrated Mine-to-Magnet Supply Chain

Energy Fuels plans to integrate REEC from the Donald Project through each major stage of its emerging mine-to-magnet supply chain, including:

REE Processing and Separation: The approximately 9,000 tpa of REEC expected from Phase 1 is planned to be processed at Energy Fuels' White Mesa Mill in Utah, USA (the "Mill") and separated into approximately 1,000 tpa of NdPr oxide, as well as Tb and Dy oxides. The Mill currently has capacity to process up to 10,000 tpa of REEC and produce up to 1,000 tpa separated NdPr oxide. The Company is also in the process of installing the capacity to produce approximately 21 tpa Tb and 122 tpa Dy, with commissioning of these heavy REE circuits expected in early 2028, which closely aligns with anticipated Phase 1 REEC production from the Donald Project.

REE Metallization and Alloying: NdPr, Tb and Dy oxides produced at the Mill are expected to be converted into REE metals and alloys at the Company's operating Korean Metals Plant in Ochang, South Korea ("KMP") and planned American Metals Plant ("AMP"), both of which were added to Energy Fuels' portfolio through its August 2026 acquisition of Australian Strategic Materials Limited ("ASM"). KMP currently has the capacity to produce 1,300 tpa of neodymium-iron-boron ("NdFeB") alloy, with an expansion to approximately 3,600 tpa NdFeB alloy underway. NdPr oxide derived from the Donald Project REEC is expected to supply approximately 75% of KMP's expanded NdFeB alloy capacity, while Tb and Dy output from the Donald Project and the Mill is expected to meet or exceed KMP's requirements.

REE Magnet Manufacturing: NdFeB alloy produced at KMP, and in the future AMP, is expected to supply high-performance NdFeB magnet manufacturing at facilities owned by Vacuumschmelze ("VAC") in Sumter, South Carolina; Hanau, Germany; and Ulvila, Finland. Energy Fuels is currently in the process of acquiring VAC, with closing expected in Q1 2027. VAC currently has the capacity to produce approximately 3,500 tpa of NdFeB magnet block, including approximately 2,000 tpa at its Sumter facility. Following processing, separation, metallization, and alloying, the approximately 9,000 tpa of REEC expected from Phase 1 of the Donald Project is expected to provide roughly 77% of VAC's existing magnet manufacturing capacity across its U.S. and European facilities.

The remaining existing and future capacity at the Mill, KMP, AMP, and VAC is expected to be supplied through future mine expansions, development of additional mineral projects including the Company's Vara Mada and Bahia projects, and potential third-party feedstock purchases including mixed rare earth carbonates ("MREC").

Energy Fuels' Interest in the Donald Project

Energy Fuels is earning into a 49% interest in the Donald Project JV by funding the first A$183 million (US$127 million) of upfront equity required to develop the project.

To date, Energy Fuels has invested approximately A$60 million (US$41 million) into the JV, representing a 15.3% ownership interest. The Company is required to invest an additional approximately A$86 million (US$60 million), along with issuing common shares equal to US$14 million, to earn into its full 49% interest.

Financing Advances Path to Final Investment Decision

The EFA and NRFC conditional approvals contemplate term loan facilities of up to A$200 million in aggregate, comprising up to A$70 million from EFA, up to A$110 million from NRFC, and the remaining A$20 million from commercial lenders.

The EFA and NRFC facilities are expected to have a 10-year tenor from financial close, with interest priced at BBSY plus an applicable margin.

Proceeds from the proposed financing are expected to fund Phase 1 development, construction and commissioning costs, financing costs and operating costs during ramp-up through Project completion.

Together with the contemplated participation of commercial lenders, the EFA and NRFC conditional commitments are expected to substantially advance the Project's financing package and support the remaining work required to reach the Company's targeted FID by the end of 2026. Discussions regarding the remaining commercial term loan and bank guarantee facilities are continuing.

MARRAKECH, Morocco, Oct. 26, 2026 /PRNewswire/ -- The International Association of Anti-Corruption Authorities (IAACA), an independent and non-political anti-corruption organisation with over 190 member anti-corruption authorities (ACAs) worldwide, will co-host IAACA Annual Conference 2026 in Marrakech, Morocco next month together with the Independent Commission Against Corruption of Hong Kong, China (ICAC) and the National Authority for Probity, Prevention and Fight Against Corruption of Morocco (INPPLC) to chart a path for the global graft fight and explore cutting-edge approaches to tackle emerging corruption challenges.

Themed "Building on 20 Years of Legacy: Drawing Strength from the Past, Guarding Global Integrity for the Future", the international event will not only mark the 20th anniversary of the IAACA, but also provide a dynamic forum for IAACA members to exchange insights and enhance co-operation.

Calling on international counterparts to participate in the conference scheduled for November 25, IAACA President Mr Woo Ying-ming, who also serves as ICAC Commissioner, said that "As the IAACA marks its 20th anniversary, the conference will bring together global anti-corruption community at a pivotal moment for collective action. I anticipate that the valuable insights and new approaches generated through the international synergy will chart a resilient strategic path for us to navigate integrity risks and draw strength from our shared legacy to guard global integrity for generations to come."

During the conference, renowned international experts from the United Nations Office on Drugs and Crime (UNODC), Basel Institute on Governance, the International Anti-Corruption Academy, and global anti-corruption and law enforcement agencies and institutions will shed light on harnessing artificial intelligence in the fight against corruption, safeguarding integrity within global climate and biodiversity frameworks and analysing global corruption measurement and systemic effectiveness.

Following the conference, the ICAC, the INPPLC, the IAACA and the UNODC will co-organise a training seminar on leveraging AI in combating corruption.

While the ICAC and INPPLC will share how AI and new technology can reshape the future of anti-graft enforcement and corruption prevention, the UNODC will provide a global perspective on using AI models in financial crime investigations and addressing the operational relevance, legal robustness and adaptability across jurisdictions.

Viettel moves 100 million subscribers to home-grown cloud-native charging in three months - with zero downtime

HANOI, Vietnam, Oct. 27, 2026 /PRNewswire/ -- Viettel High Technology Industries Corporation (Viettel High Tech), part of Viettel Group, has migrated more than 100 million subscribers and some 5,000 tariff plans at Viettel, Vietnam's largest mobile operator, to vOCS 4.0, its in-house cloud-native charging system. The three-month cutover ran on a live national network with no service disruption.

Replacing a charging system is one of the riskiest projects an operator can undertake, which is why many stick with legacy platforms. Viettel High Tech reduced the risk through real-time data synchronization, parallel running and a phased cutover, with instant rollback at every stage.

The project won the Telecom Review Excellence Awards 2026 prize for Best Technology Deployment in Asia, a first for a Vietnamese company.

What it means for operators:

- Scale: more than 300,000 transactions per second at latency below 5 milliseconds, across 2Gâ5G and fixed services on one platform

- Lower cost: up to 50% less hardware investment than the previous generation, by sharing infrastructure with the network

- Agility: new tariff plans in hours instead of days, new features three times faster and deployments about 30% faster

- Resilience: two active data centers about 2,000 km apart and automatic recovery in under two minutes

Viettel High Tech developed every core layer in-house, from a telecom-grade cloud-native platform and NFV-MANO orchestration to real-time charging, subscriber and balance management.

"Passing rigorous tests of real-time self-diagnosis and self-recovery is what allows an operator to keep its promise of 24/7 service to customers," said Luu Manh Ha, CEO of Viettel Networks, which operates the system on Viettel's network in Vietnam. "Above all, owning the charging system means an operator is not dependent on foreign vendors â it safeguards digital sovereignty and preserves business flexibility."

"The charging system is where an operator's business strategy turns into revenue in real time," said Nguyen Minh Quang, CEO of Viettel High Tech. "We believe vOCS 4.0 is ready to help operators worldwide capture the value of 5G and digital services."

In 2017, vOCS 4.0's predecessor, vOCS 3.0, replaced a foreign vendor's platform for 90 million Viettel subscribers. Across both generations, vOCS serves more than 220 million subscribers in 11 countries. Viettel High Tech now offers vOCS 4.0 to operators worldwide.
