Ukrainian Parliament Awards U.S. Bipartisan Delegation in Kyiv as Russian Attacks Intensify Against Civilian Infrastructure and the U.S. House Weighs the Lindsey O. Graham Sanctioning Russia and Iran Act

Three Republican senators and a bipartisan group of five U.S. representatives honored by Chairman Ruslan Stefanchuk; For Country Caucus backs the Russia sanctions bill as the House prepares to take up the Senate-passed version.

WASHINGTON, Sept. 14, 2026 /PRNewswire/ -- The Chairman of the Verkhovna Rada of Ukraine, Ruslan Stefanchuk, awarded the Ukrainian Badge of Honour "for our freedom and yours" to eight Members of Congress, including members of the For Country Caucus of bipartisan U.S. military veterans. The delegation traveled to Kyiv alongside the With Honor veterans organization for the Yalta European Strategy (YES) Annual Meeting, at a time of increased Russian attacks on civilians in the city. YES is one of the few international conferences that still convene annually in Ukraine.

The recipients were:

- Sen. Alan Armstrong of Oklahoma

- Sen. John Curtis of Utah

- Sen. Thom Tillis of North Carolina

- For Country Caucus Founding Co-Chair Rep. Don Bacon of Nebraska's 2nd District

- Former For Country Caucus Vice Chair Rep. Salud Carbajal of California's 24th District

- Member of the Congressional Ukraine Caucus, Rep. Wesley Bell of Missouri's 1st District

- Member of the Congressional Ukraine Caucus, Rep. Jim Costa of California's 21st District

- Member of the Congressional Ukraine Caucus, Rep. Eugene Vindman of Virginia's 7th District

The award was also presented to With Honor Co-Founder and CEO Rye Barcott, a U.S. Marine Corps veteran and author of Courage Can Save US, which profiles Rep. Don Bacon and other bipartisan lawmakers who have served in the U.S. military or FBI and have demonstrated the courage to work across party lines on important national security issues, including the defense of Ukrainian freedom. With Honor led its fourth bipartisan delegation to Ukraine since Russia's full-scale invasion in 2022.

In Kyiv, the delegation received briefings from senior Ukrainian officials, including Ukraine's National Security Advisor and Deputy Minister of Defense. Members passed gasoline stations and grocery stores in the capital that had been recently struck by Russian attacks. Part of the delegation also traveled to Kharkiv, where they met with frontline units and medics and saw additional destruction from Russian attacks on civilian infrastructure. As delegations departed Ukraine on Sunday, a Russian drone struck a train two kilometers from the Polish border, shortly after a train carrying officials out of Kyiv had passed through the same crossing. Ukraine's state rail operator said the diplomatic train may have been the intended target. No casualties were reported.

The Lindsey O. Graham Sanctioning Russia and Iran Act passed the Senate on Aug. 7, 2026, by a bipartisan vote of 86-11. It is endorsed by With Honor Action and by the For Country Caucus, the bipartisan group of military veterans in the U.S. House that Rep. Bacon co-founded as its Republican co-chair and where Rep. Carbajal served as vice chair.

Separately, Congress appropriated $400 million for fiscal year 2026 for European capacity building, which the Department of Defense notified Congress it would use for Ukraine. The funds purchase weapons, equipment, and services from American manufacturers for Ukraine's armed forces. The Pentagon has not yet put those funds under contract. With Honor Action calls on the Administration to urgently obligate and disburse these funds in advance of the challenging winter Ukraine faces as it fights an enemy attacking civilian infrastructure.

"There is no substitute for standing in Kyiv while the sirens go off and watching people go about their day anyway. That is what resolve looks like. Ukraine is not asking Americans to fight this war. They are asking for the tools to finish it and for the pressure that brings Russia to the table honestly. The Senate did its part on sanctions last month, and I hope the House will finish the job this week," said Senator Thom Tillis, who led the Senate delegation.

"Twenty-five years ago this week, I was in uniform watching my country get hit. Marking that anniversary in Kyiv, in a city under fire from a dictator who treats borders as suggestions, sharpens what is at stake. We don't bow to dictators, and we don't leave a democracy to fight alone. This honor does not belong to the eight of us. It belongs to the American people who chose to arm a democracy under attack, and the way to honor it is to pass this sanctions bill and keep our commitments," said Rep. Don Bacon, who led the House delegation and is a retired U.S. Air Force brigadier general who was recently profiled in Barcott's book Courage Can Save US.

"My family left the Soviet Ukraine as refugees with almost nothing and were welcomed in America. My brothers and I gave back to our great nation by fighting for freedom in the U.S. military. We need to continue to fight for freedom by standing with Ukraine. This was my second trip as a Congressman, but the first trip where Kyiv was being hit while we were standing in it. The Ukrainians face a dire situation, and they were clear about their ask of America. They did not ask for American troops. They asked for pressure. The Senate passed this sanctions package 86 to 11, and every week the House waits is another week Russia sells the oil that pays for the missiles and drones whose damage we saw up close. The House should pass it this week," said Rep. Eugene Vindman, a retired Army colonel who serves on the House Armed Services Committee.

"Twenty-five years after 9/11, I marked the anniversary in a capital under fire alongside three Republican senators and a bipartisan group of five House members who traveled into a country under attack to stand with a democratic ally. We saw gas stations and grocery stores that Russia had struck days before, and met frontline medics in Kharkiv. On the way out, a drone hit the rail line minutes behind the train carrying officials from Kyiv, two kilometers from the Polish border," said Rye Barcott, Co-Founder and CEO of With Honor and a U.S. Marine Corps veteran. "Putin is escalating against civilians and testing NATO's edge. The Pentagon must put the $400 million Congress appropriated this year under contract without delay. That money buys weapons from American manufacturers, and every week of delay pushes delivery further out as Ukraine heads into winter. The Senate passed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 by a vote of 86 to 11. The House should take up that bill this week and send it to the President's desk."

INVESTOR DEADLINE: AEVEX Corp. Investors with Substantial Losses Have Opportunity to Lead Securities Class Action Lawsuit Before October 20, 2026 Deadline, Robbins Geller Rudman & Dowd LLP Announces - AVEX

Original HTML

SAN DIEGO, Sept. 14, 2026 /PRNewswire/ -- Robbins Geller Rudman & Dowd LLP announces that purchasers or acquirers of AEVEX Corp. (NYSE: AVEX): (i) Class A common stock pursuant and/or traceable to the registration statement and prospectus issued in connection with AEVEX' April 2026 initial public offering (the "IPO"); and/or (ii) publicly traded Class A common stock between April 17, 2026 and June 4, 2026, inclusive (the "Class Period"), have until Tuesday, October 20, 2026 to seek appointment as lead plaintiff of the AEVEX class action lawsuit. Captioned Rosenberg v. AEVEX Corp., No. 26-cv-04779 (S.D. Cal.), the AEVEX class action lawsuit charges AEVEX, Madison Dearborn Partners, LLC, AEVEX' controlling private equity owner, and certain of AEVEX' top executives, directors, and underwriters of the IPO with violations of the Securities Act of 1933 and/or the Securities Exchange Act of 1934.

If you suffered substantial losses and wish to serve as lead plaintiff of the AEVEX class action lawsuit, please provide your information here:

CASE ALLEGATIONS: AEVEX operates as a defense technology contractor and enabler of the U.S. Unmanned Aerial Systems (UAS) dominance strategy mission. AEVEX operates in two segments, Tactical Systems and Global Solutions. The complaint alleges that in its April 2026 IPO, AEVEX sold 18.4 million shares of common stock.

The AEVEX class action lawsuit alleges that in the IPO's offering documents and throughout the Class Period defendants made false and/or misleading statements and/or failed to disclose that despite conveying a commitment to follow a 180-day "lock-up" and therefore prevent Madison Dearborn Partners, LLC from selling its Class A common stock or converting or exchanging its Class B or LLC Units into Class A common stock for public sale until at least October 13, 2026, defendants concealed a pre-arranged plan between Madison Dearborn Partners, LLC, Goldman Sachs & Co. LLC, BofA Securities, Inc., and Jefferies LLC to prematurely abrogate that commitment and allow for a secondary public offering ("SPO") shortly after the IPO.

On June 1, 2026, after the market closed, AEVEX allegedly filed a registration statement with the SEC on Form S-1 announcing AEVEX' intention to sell eight million more shares of Class A common stock to the investing public via an SPO. On this news, the price of AEVEX Class A common stock fell approximately 16%, according to the complaint.

On June 5, 2026, AEVEX filed a final prospectus, dated June 3, 2026, with the SEC on Form 424B4, which, together with the registration statement, formed the offering documents for the SPO. The offering documents for the SPO allegedly disclosed the existence of the defendants' pre-arranged plan to waive Madison Dearborn Partners, LLC's "lock-up" restrictions. On this news, the price of AEVEX Class A common stock fell 7% further, according to the complaint.

THE LEAD PLAINTIFF PROCESS: The Private Securities Litigation Reform Act of 1995 permits any investor who purchased or acquired AEVEX Class A common stock pursuant and/or traceable to the IPO's offering documents and/or during the Class Period to seek appointment as lead plaintiff in the AEVEX class action lawsuit. A lead plaintiff is generally the movant with the greatest financial interest in the relief sought by the putative class who is also typical and adequate of the putative class. A lead plaintiff acts on behalf of all other class members in directing the AEVEX investor class action lawsuit. The lead plaintiff can select a law firm of its choice to litigate the AEVEX shareholder class action lawsuit. An investor's ability to share in any potential future recovery is not dependent upon serving as lead plaintiff of the AEVEX class action lawsuit.

Shanghai Electric Reports 16.6% Revenue Growth in H1 2026 as New Orders Reach CNY 100.39 Billion

Accelerated deployment of green energy and industrial AI technologies, with project progress in European and Middle Eastern markets

SHANGHAI, Sept. 14, 2026 /PRNewswire/ -- Shanghai Electric (SEHK: 02727, SSE: 601727) has released its interim results for the first half of 2026. During the reporting period, it achieved operating revenue of CNY 63.332 billion (USD 9.17 billion), up 16.6% year‑on‑year; net profit attributable to shareholders of the listed company reached CNY 970 million (USD 140.49 million), an increase of 18.2%; and new orders totaled CNY 100.39 billion (USD 14.54 billion), marking further progress in energy transition, high‑end intelligent manufacturing, and international expansion.

Sustained momentum across three business pillars, with orders providing long‑term visibility

Shanghai Electric's Energy Equipment segment posted revenue of CNY 36.558 billion (USD 5.29 billion), up 21.4% year‑on‑year, driven by growth in its wind power and energy storage businesses. The Industrial Equipment segment generated CNY 18.954 billion (USD 2.75 billion) in revenue, a 1.9% increase, as digital and smart technologies reinforced its position in machine tools, elevators, and industrial components. The Integrated Services segment achieved revenue of CNY 10.862 billion (USD 1.57 billion), up 31.5%. The segment continued to strengthen its capabilities in supply chain coordination, customized solutions, and full-lifecycle services.

Of the new orders, Energy Equipment accounted for CNY 64.24 billion (USD 9.30 billion)—including CNY 12.39 billion (USD 1.79 billion) for wind power equipment, CNY 11.44 billion (USD 1.66 billion) for energy storage equipment, CNY 4.57 billion (USD 661.91 million) for nuclear power equipment, and CNY 20.23 billion (USD 2.93 billion) for coal‑fired power generation equipment. New orders for Industrial Equipment and Integrated Services stood at CNY 21.25 billion (USD 3.08 billion) and CNY 14.91 billion (USD 2.16 billion), respectively.

Advancing overseas project expansion and localized operations

During the reporting period, Shanghai Mitsubishi Elevator secured the contract for the Dubai Palm Island Phase II project, supplying 700 high-end elevators and related services.

Marking its first large-scale entry into Europe's high-end market, Shanghai Electric's power transmission and distribution business won a contract to supply high- and low-voltage switchgear for a hyperscale data center in Finland.

The company also signed a contract for the Minety Phase II Stonehill Energy Storage Project (50 MW/150 MWh) in the UK, further reinforcing its strategic footprint in the European premium energy storage market.

Shanghai Electric has established a "1+N+6" international business management network, with newly opened regional headquarters in Central Asia, Southeast Asia, and the Middle East and North Africa driving global business synergy and strengthening localized operations across key markets.

Technology- and innovation- driven strategy breaks new ground in green energy and high-end manufacturing

In green fuels, the company's proprietary "green power + biomass gasification to green methanol" full‑chain technology, validated in Jilin's Taonan project, has secured the EPC contract for the Lanzhou New Area 100,000‑ton/year biomass green methanol project (Phase I), now under construction.

In new energy and high‑end equipment, the company has mastered key nuclear equipment manufacturing and testing technologies, with offshore wind orders exceeding 2 GW. Peak3 launches the first global insurance AI-DLC, alongside its AI-native core system

Graphene Harness turns insurance software delivery into an AI production line. Graphene v4 gives agents a governed core to run and change the business.

SINGAPORE, Sept. 15, 2026 /PRNewswire/ -- Peak3, a global provider of digital and AI-driven insurance software, today announced Graphene v4, the AI-native evolution of its insurance core platform, and Graphene Harness, an end-to-end AI-driven delivery lifecycle (AI-DLC) for building, testing, migrating and maintaining insurance systems.

Insurance is among the most complex and heavily regulated industries, and among the slowest to change its software. That makes it one of the hardest tests of what AI can actually do. Graphene Harness is Peak3's answer: not AI applied to a single step of the work, but AI applied to the whole production line that builds and maintains the mission-critical systems and agents insurers run on.

Bill Song, CEO of Peak3: "We are disrupting ourselves. Peak3 is moving from selling software and related services to providing the production line that builds it — our entire AI-DLC."

Graphene v4: a governed core for agents across Life, P&C and Health

Graphene v4 includes the Graphene Agent Platform, a model-agnostic platform to build, run, observe and govern AI agents, with a marketplace of pre-built agents for tasks such as medical underwriting, conversational first notice of loss, intelligent document processing and fraud detection in claims. With v4, agents move beyond running the business to changing it: they (re-)configure insurance products, calculations and rules from unstructured documents and natural-language prompts, grounded in the insurer's own knowledge and data. Configuration work that traditionally takes days is completed in minutes to hours.

Graphene is open and headless by architecture. Every capability is exposed to agents through APIs, MCP and CLI, so an agent acts on the core directly instead of driving a user interface, under access management, strict attribution and detailed logging of every agent interaction, enforced at code level rather than through prompt-level guardrails.

Graphene v4 can also be deployed standalone, as a lightweight middle layer between AI agents and an insurer's existing systems of record. This gives insurers a fast route to agent-ready core capabilities without a complex core replacement.

Graphene v4 also widens functional breadth across all three major business lines: the complete group health lifecycle including provider network management; commercial lines with co-insurance and reinsurance administered inside the core; indexed universal life and crypto-denominated policies; and native Takaful support alongside conventional business.

Graphene Harness: the first global insurance AI-DLC

Graphene Harness is an end-to-end AI-driven delivery lifecycle for insurance software, built on a virtual scrum team model. Peak3 distilled the working knowledge of its most experienced staff into digital twins of every key delivery role — business analyst, architect, engineer, tester, reviewer — and connected every stage of the lifecycle into one governed system: agent teams running on an AI engineering platform, grounded in a curated knowledge base, and connected with AI-driven testing, migration, diagnostics and CI/CD.

Peak3 builds and maintains Graphene itself on Graphene Harness today. It is now being made available to selected implementation partners who deploy Graphene, and Peak3 intends to make it available to clients over the next 6 to 12 months. Alongside Graphene Harness, Peak3 is expanding its forward deployed engineering teams, who build AI-first operations alongside client teams across both Peak3 platforms and the client's existing stack.

What this changes for the insurance industry

Insurance IT cost has been anchored to headcount and elapsed time. An AI production line breaks that link: the same scope is delivered by a smaller team in a shorter cycle. Where Graphene Harness is applied, Peak3 is already achieving a 50% reduction in end-to-end new-feature development and core system implementation cost, with timelines reduced accordingly. Peak3's stated ambition is 80% within 18 to 36 months. An insurer using Graphene Harness also owns the means of changing its core system, rather than depending on a vendor's delivery organisation.

Additional detail on Graphene v4 and Graphene Harness is available in the Graphene v4 Release Highlights here. For more information, visit www.peak3.com.

Castelion Moves Blackbeard into Production with U.S. Navy Order Valued Up to $200 Million

Navy order transitions Blackbeard from early operational capability prototypes to production rounds under a SBIR Phase III award

TORRANCE, Calif., Sept. 14, 2026 /PRNewswire/ -- Castelion today announced a production delivery order from the U.S. Navy, with a total value of up to $200 million, to manufacture, assemble, test, and deliver an initial lot of Blackbeard Hypersonic Weapons to the fleet. Awarded by Portfolio Acquisition Executive Aviation (PAE(A)) through its Future Capability Development and Integration Aviation Rapid Capabilities Cell, these rounds will follow the 50 Early Operational Capability (EOC) weapons ordered in June of this year.

Blackbeard's rapid transition to production is a result of the U.S. Navy's embrace of commercial innovation and private investment to accelerate carrier-based long range hypersonic strike.

"The Navy's decision to move into production reflects its confidence in the Blackbeard program, and the progress we've made together," said Bryon Hargis, Co-founder and CEO of Castelion. "That's how you get capability to the fleet fast, clear red tape, and partner with industry. We are grateful to PAE(A) for the trust and the urgency. Blackbeard was engineered from day one for the production line, and we look forward to delivering this capability to the fleet."

Blackbeard is an air-launched hypersonic strike weapon that gives naval aviation a responsive, long-range, high-speed strike option against maritime and land targets, significantly increasing magazine depth and expanding the lethal reach of naval aviation. The award builds on a series of U.S. Army and U.S. Navy platform integration contracts.

Castelion has developed Blackbeard with hundreds of millions of dollars in private investment in partnership with the U.S. Navy, U.S. Army, and U.S. Air Force. Blackbeard's production strategy involves the use of vertical integration and commercial manufacturing methods, giving the company greater control over cost, quality, and schedule from raw material to finished round.

Work under the award will be performed at Project Ranger, the company's 1,000-acre manufacturing campus in Rio Rancho, New Mexico, and at its facility in Torrance, California.

About Castelion

Castelion builds American hypersonic deterrence through rapid, affordable, and scalable production of advanced strike weapons. Blackbeard is the first U.S. hypersonic weapon engineered from inception for industrial-rate output, commercial unit cost, and continuous flight test iteration. The company is headquartered in Torrance, California, with manufacturing operations in New Mexico, Texas, and California, and offices in Washington D.C. www.castelion.com.

Corteva Categorically Rejects Unfounded, Unprecedented Allegations by State Attorneys General

Future crop protection company will be a strongly capitalized market leader with compelling value proposition for farmers, shareholders

INDIANAPOLIS, Sept. 14, 2026 /PRNewswire/ -- Corteva, Inc. (NYSE: CTVA) categorically rejects the attempt by a number of State Attorneys General to prevent Corteva's planned separation. The planned separation of the company will result in the creation of two companies built to lead their respective industries. The crop protection company, which will retain the Corteva brand, will be an innovation-driven market leader at a time when innovative, safe, effective crop protection has never been more needed by farmers fighting intensifying pest, disease and weed pressures that rob yield and threaten food security.

Corteva will vigorously defend its planned separation against the attempt by the State Attorneys General to stop it on the basis of alleged PFAS liabilities. The underlying claims on which this extraordinary relief is sought are speculative and unproven, relying on novel legal theories and groundless assumptions. California and the other States petitioning for this relief do not have judgments against Corteva. They do not even have trials scheduled against Corteva related to PFAS liability.

Moreover, in its seven-year history, Corteva has never made, sold or traded PFOA or PFOS products. Corteva's balance sheet will be well-equipped to cover any liability it might face.

"As we've stated from the beginning, our planned separation is an acknowledgement that our two businesses have different business models and will better deliver for farmers separately than they do together – meaning that the separation should result in stronger companies built for growth," said Corteva Chief Legal Officer Jennifer Johnson. "Corteva neither has nor has demonstrated any intent to hinder, delay, or defraud our creditors."

"Companies need flexibility to engage in transactions like this to continue to innovate and generate value for their customers and shareholders," said Johnson. "States are seeking extraordinary and, we believe, unprecedented relief, and in doing so, they are asking the court to supplant the judgment of our Board of Directors as well as our senior management team. We firmly believe the separation is in the best interest of our stakeholders and empowers each company to pursue its ideal strategy to enhance shareholder value. We will vigorously defend our ability to make decisions about our own company, including its separation, in every way possible."
