St. Johns County Outlines Preparations for Proposed Property Tax Amendment 3

County began planning in May to protect essential services, evaluate capital projects, strengthen reserves, and inform residents

ST. JOHNS COUNTY, Fla., Sept. 11, 2026 /PRNewswire/ -- St. Johns County has been preparing since May for the potential effects of proposed Property Tax Amendment 3, which will appear on the Nov. 3, 2026, General Election ballot.

The County has created a dedicated webpage at sjcfl.us/amendment-3 with an overview of the proposed amendment, estimated effects on County revenue, information about the current allocation of property-tax dollars, and links to official sources.

Led by the County Administrator's Office, staff began a countywide review of services, staffing, contracts, capital projects, and funding sources before the amendment was placed on the ballot. That work has informed the Fiscal Year (FY) 2027 Recommended Budget and provides the County with a factual basis for planning under either election outcome.

The County does not advocate for or against the amendment. Its responsibility is to provide factual information to residents and prepare for either result.

According to the Florida Office of Economic and Demographic Research, if the amendment passes, St. Johns County could experience estimated property-tax revenue reductions of:

- $68.3 million in FY 2028

- $136.1 million in FY 2029

- $191.6 million in FY 2032

"Preparing now allows us to make thoughtful decisions, protect essential services, avoid committing resources that may not be available in the future, and stay cognizant of any project that could add a recurring cost burden," County Administrator Joy Andrews said. "Our goal is to position St. Johns County to respond responsibly to whichever outcome our voters choose while continuing to serve our residents and protect the County's long-term financial stability."

County Preparation Measures

Since May, County staff have completed:

- A legislative analysis of the state's 2026 property-tax reform package for the Board of County Commissioners.

- A department-level analysis identifying which County services could continue to be funded with property-tax revenue under the amendment and which would need alternative funding.

- A service inventory covering 380 services across 18 departments.

- A review of 1,137 existing fees and several dozen proposed new fees.

- A financial resiliency strategy organized around 10 areas of review, including personnel, contracts, capital projects, replacement schedules, service costs, revenue diversification, alternative service delivery, agreements, reserves, and workforce and service-level impacts.

Based on that review, funding identified for reassessment after the November election includes:

- $4 million associated with current vacant positions.

- $2 million in FY 2027 positions not recommended for funding.

- $2.6 million in recommended but paused FY 2027 positions.

- Approximately $100 million in capital improvement projects placed on hold.

The County is also reviewing service levels and funding priorities, evaluating alternative revenue sources, including a municipal service benefit unit study, and providing residents with factual information about the amendment and its potential effects.

The FY 2027 Recommended Budget includes $31.2 million in emergency response reserves. These reserves strengthen the County's ability to respond to hurricanes, disasters, and other unforeseen emergencies while protecting the continuity of essential services.

The Recommended Budget also includes an additional $30 million in General Fund reserves designated for financial resiliency in response to Amendment 3. The additional reserves would enhance the County's ability to address service reductions, if necessary.

Capital Improvement Project Review

In June, County Administrator Joy Andrews worked with the Capital Improvement Project Oversight Committee to establish consistent criteria for classifying every capital project as continue, pause, or defer while the outcome of the November vote remains unknown.

Using those criteria, the Committee reviewed current and planned capital projects to determine which should proceed, be modified, or be temporarily placed on hold.

The criteria considered life-safety and legal requirements; grant and other external funding; reliance on property taxes; the project's stage of completion and existing investment; community need; and the financial consequences of pausing and restarting work.

"Placing these projects on hold does not mean they have been canceled," said Daniel Whitcraft, Chair of the CIP Oversight Committee. "This financially responsible approach gives us time to evaluate available funding, project priorities, and alternative revenue sources while also considering the recurring staffing, maintenance, and operating costs each completed project would create. After the election, we will reassess the projects using the best available information and recommend a path forward."

Design or limited site work may continue when appropriate so a project can pause at the least disruptive or least costly point. Projects may also be phased, redesigned, supported through alternative funding, or reconsidered alongside higher-priority needs.

Public Information and Budget Hearings

On Sept. 1, the St. Johns County Board of County Commissioners held a FY 2027 Budget Workshop as part of its regular meeting. The presentation is available online.

In addition to the dedicated Proposed Property Tax Amendment 3 webpage at sjcfl.us/amendment-3, the County has additional opportunities for public information and participation:

- Sept. 15: The Board of County Commissioners will hold its final budget adoption hearing at 5:01 p.m. in the County Auditorium, 500 San Sebastian View, St. Augustine. The hearing will provide an opportunity for residents to review the proposed budget and participate in the public hearing process. The County's FY 2027 budget page provides additional information about the final budget hearing.

- Sept. 29: The County will host a Town Hall at 6:30 p.m. in the County Auditorium, 500 San Sebastian View, St. Augustine. The Town Hall will provide information about Amendment 3 and its potential effects on the County budget.

- FY 2027 Budget webpage: The County's annual budgeting process is available at sjcfl.us/2027-budget, reinforcing its commitment to transparency, accountability, and long-term strategic planning.

Why Rosen Law: We encourage investors to select qualified counsel with a track record of success in leadership roles. Often, firms issuing notices do not have comparable experience, resources, or any meaningful peer recognition. Many of these firms do not actually handle securities class actions, but are merely middlemen that refer clients or partner with law firms that actually litigate the cases. Be wise in selecting counsel. The Rosen Law Firm represents investors throughout the globe, concentrating its practice in securities class actions and shareholder derivative litigation. Rosen Law Firm has achieved the largest ever securities class action settlement against a Chinese Company. Rosen Law Firm was Ranked No. 1 by ISS Securities Class Action Services for number of securities class action settlements in 2017. The firm has been ranked in the top 4 each year since 2013 and has recovered billions of dollars for investors. In 2019 alone the firm secured over $438 million for investors. When the true details entered the market, the lawsuit claims that investors suffered damages.

In the news release, Aesthetic Management Partners Expands Its Aesthetic Portfolio with ATTIVA® Subdermal Radiofrequency, issued 10-Sept-2026 by Aesthetic Management Partners over PR Newswire, we are advised by the company that changes have been made. The complete, corrected release follows, with additional details at the end:

Aesthetic Management Partners Expands Its Aesthetic Portfolio with ATTIVA® Subdermal Radiofrequency

Intelligent tissue-remodeling technology works beneath the surface to support firmer-looking tissue, refined contours, and improved tone and texture.

CORDOVA, Tenn., Sept. 10, 2026 /PRNewswire/ -- Aesthetic Management Partners (AMP) today announced the addition of ATTIVA®, an intelligent subdermal radiofrequency platform, to its growing portfolio of aesthetic technologies. Designed to work beneath the skin's surface, ATTIVA delivers controlled thermal energy to support tissue remodeling and natural-looking improvements in firmness, definition, tone, and texture.

Developed for treatment of the face, neck, jawline, submental area, and body, ATTIVA offers a minimally invasive, effective option for patients seeking improvement in the look, lines, and feel of their skin, with limited downtime the majority of the time.

"Patients increasingly want meaningful, natural-looking improvements without more extensive procedures," said Erik Dowell, CEO of Aesthetic Management Partners. "ATTIVA does this, by combining precise energy delivery, real-time temperature monitoring, and treatment versatility in one platform. It is especially relevant as significant weight loss creates new demand for solutions that support tissue quality and contour."

"We are pleased to partner with Aesthetic Management Partners to expand access to ATTIVA," said Daniele Morini, Chairman of Tema Medicina S.R.L., Bologna, Italy. "This partnership brings together Tema Medicina's intelligent subdermal radiofrequency technology and AMP's wholistic experience supporting aesthetic practices, creating a strong foundation for ATTIVA's continued growth."

Precision Energy. Intelligent Control.

ATTIVA's Intelligent Radiofrequency (iRF) technology delivers controlled thermal energy through a fine, insulated cannula placed in targeted subdermal tissue. This delivery is designed to produce immediate collagen contraction while supporting progressive collagen and elastin regeneration and improvement in the appearance of firmness, contour, tone, and texture.

Proprietary ATTIVA S.I.H.™ Technology provides dual real-time temperature monitoring. Continuous internal and external thermal feedback supports precise energy delivery and procedural confidence.

A Timely Solution in the GLP-1 Era

As GLP-1 medications help more patients achieve significant weight loss, attention is growing around visible changes that can follow reductions in facial and body volume. By working beneath the surface, ATTIVA supports tissue remodeling and natural-looking contour improvement across multiple areas. Treatment decisions should be individualized by a qualified healthcare professional based on each patient's health, anatomy, goals and weight-loss journey.

Expanding Opportunities for Aesthetic Practices and Current Attiva Practitioners

With one platform for the face, neck, and body, ATTIVA helps practices expand beyond traditional non-invasive offerings and pursue new opportunities in minimally invasive contouring and tissue-quality treatments. Attiva owners, too, can now order their consumables on AMPSHOP ([email protected]).

About Aesthetic Management Partners

Beverly Hills Plastic Surgeon Dr. David Sayah Reports Growing Demand for Breast Implant Removal and BBL Reversal

Board-certified plastic surgeon says more patients are seeking revision procedures focused on restoring natural proportions through breast implant removal, buttock reduction and autologous fat grafting

BEVERLY HILLS, Calif., Sept. 11, 2026 /PRNewswire/ -- For decades, many cosmetic surgery trends focused on adding volume. Beverly Hills board-certified plastic surgeon David Sayah, MD, FACS, says he is seeing a notable shift within his own practice: more patients are coming to him seeking to reverse or revise previous augmentation procedures and return to more natural proportions.

Dr. Sayah says breast implant removal, breast revision surgery and buttock reduction are now a regular part of his Beverly Hills surgical practice as more patients seek to restore proportion after previous augmentation.

The shift is particularly noteworthy because national breast implant removal statistics have remained relatively stable. According to the American Society of Plastic Surgeons' 2024 Plastic Surgery Statistics Report, 41,271 breast implant removal procedures were performed among augmentation patients in 2024, compared with 41,115 in 2023.

"The totals haven't moved dramatically, but the conversations I'm having with patients have," said Dr. Sayah. "Years ago, many consultations began with a discussion about how much volume a patient wanted to add. Today, I increasingly meet patients who want to remove an implant, reduce previous augmentation or restore a more natural proportion. That can be a much more complex surgical problem."

Restoring Shape After Breast Implant Removal

For patients seeking breast implant removal, removing the implant itself may be only one component of treatment. Years of augmentation can affect the breast skin, soft tissue and overall shape. Depending on the patient's anatomy, tissue quality and aesthetic goals, additional procedures may be considered to restore breast position, volume and proportion.

One option for appropriately selected patients is autologous fat grafting, which uses fat harvested from another area of the patient's own body to restore volume without placing another breast implant.

"The goal isn't simply to take something out," Dr. Sayah said. "The more difficult question is how to restore shape and proportion afterward. Sometimes that may involve a breast lift, sometimes fat grafting, and sometimes a combination of techniques tailored to the individual patient."

The approach reflects Dr. Sayah's broader philosophy of plastic surgery, which emphasizes proportion and individualized results rather than treating size or volume as the primary measure of a successful outcome.

BBL Reversal and Buttock Reduction Emerge as Revision Concerns

A similar issue is emerging among patients who previously underwent Brazilian butt lift procedures or other forms of buttock augmentation and now feel their results are too large or disproportionate to the rest of their body.

BBL reversal and buttock reduction have become recognized areas of revision body contouring. A 2025 study published in Aesthetic Surgery Journal Open Forum reviewed 123 patients who underwent BBL revision or buttock reduction between 2018 and 2023. The authors described BBL revision and buttock reduction as an increasingly popular area of body contouring and predicted continued growth in demand for these procedures.

Dr. Sayah continues to perform buttock augmentation for appropriately selected patients but believes the objective should be balanced proportion rather than augmentation for its own sake.

"I still perform fat grafting and buttock augmentation, but the goal should be a result that fits the patient's frame," Dr. Sayah said. "Understanding how these procedures are performed also provides important perspective when evaluating someone who later wants an exaggerated result reduced or revised."

Depending on the patient's previous procedure, anatomy and goals, revision may involve reducing excess fat, contouring surrounding areas, addressing skin laxity or combining techniques to create more balanced proportions.

A Broader Return to Natural Proportions

Dr. Sayah believes the patients he sees for breast implant removal and BBL reversal reflect a broader change in the conversation surrounding cosmetic surgery. Rather than asking primarily how much volume can be added, some patients are now asking how previous augmentation can be reduced or revised while preserving an attractive, natural-looking shape.

Autologous fat grafting can play a role in that approach because it allows a surgeon to use the patient's own tissue to refine contour or restore volume where appropriate.

For breast revision patients, that can mean removing an implant and selectively restoring volume with the patient's own fat. In body contouring, it can mean reducing areas that have become disproportionately large while reshaping surrounding areas to create better balance.

"In many of these consultations, the conversation is no longer about becoming larger," Dr. Sayah said. "It's about getting back to a shape that feels natural and proportionate to the patient's body."

Reversal Surgery Is Not a Return to the Past

Dr. Sayah cautions that reversal surgery cannot simply recreate a patient's appearance before the original augmentation. Skin and soft tissue may have changed after years of carrying additional volume, and the amount of transferred fat that is retained can vary among patients.

For that reason, treatment must be individualized, and some patients may require more than one procedure to achieve their desired result.

"The honest goal is proportion, not turning back the clock," Dr. Sayah said. "Revision surgery requires understanding what has changed anatomically and developing a realistic plan for restoring balance."

Dr. Sayah and Dr. Isse co-authored a chapter on endoscopic facelift and brow lift techniques in The Art of Aesthetic Surgery, and Dr. Sayah has taught endoscopic surgical techniques to other surgeons in courses across the country.

Dr. Sayah's approach combines surgical training with a background in fine arts, proportion and form, with the goal of creating individualized results that complement each patient's natural anatomy.

Selection builds on PlanetiQ's long-standing relationship with NOAA and adds thermospheric neutral density to its environmental data offerings

GOLDEN, Colo., Sept. 11, 2026 /PRNewswire/ -- PlanetiQ, a leading provider of commercial satellite-based environmental data, today announced that it has been selected as an industry partner under NOAA's new Space-Based Environmental Monitoring (SBEM) Indefinite Delivery, Indefinite Quantity (IDIQ) contract. Through the SBEM IDIQ, PlanetiQ will be eligible to compete for task orders to provide NOAA with two types of commercial environmental data: Global Navigation Satellite System-Radio Occultation (GNSS-RO) observations for atmospheric profiling and ionospheric monitoring, and thermospheric neutral density data for satellite orbit prediction.

The SBEM IDIQ, established by NOAA's National Environmental Satellite, Data, and Information Service (NESDIS) through its Commercial Data Program. The contract has a five-year base period followed by a five-year option and is effective from September 1, 2026, through August 31, 2036.

Under SBEM, PlanetiQ will provide data from its existing satellite constellation as well as additional satellites planned for launch later this year. The company's GNSS-RO observations provide high-resolution atmospheric profiles for numerical weather prediction and measurements of the ionosphere, including Total Electron Content (TEC) and scintillation. PlanetiQ will also introduce thermospheric neutral density data as a new commercial data product for NOAA NESDIS, supporting improved satellite orbit prediction and space-weather applications.

"PlanetiQ has built its business around delivering high-quality GNSS-RO data with the precision needed to improve weather forecasting," said Ira Scharf, CEO of PlanetiQ. "This selection builds on our long-standing partnership with NOAA and expands the ways our data can support the agency, from high-resolution atmospheric and ionospheric observations to thermospheric neutral density for satellite orbit prediction. We look forward to continuing to work with NOAA to advance weather forecasting and space weather applications."

Per NOAA's own press release, NOAA is expanding its procurement and use of new commercial environmental satellite data streams that will enhance weather forecasting and space weather monitoring. The SBEM IDIQ contract is a key part in the agency's ongoing effort to boost U.S. weather forecasting capabilities.

PlanetiQ currently provides GNSS-RO data to NOAA NESDIS under the agency's previous commercial data contract vehicle. The company's most recent task order, announced in August, provides GNSS-RO and ionospheric data and bridges the transition to the new SBEM contract.
