NEWTOWN SQUARE, Pa. – November 03, 2026 -- Delphinus Engineering, a Bluestone Investment Partners portfolio company, has combined with Professional Analysis, LLC (PAI), adding a logistics and materials management business with more than 200 employees to its U.S. Navy maintenance and modernization operations. The announcement did not include financial terms.
PAI brings logistics support across six Navy, Marine Corps and Air Force commands
Alexandria, Virginia-based PAI was founded in 2003. It provides logistics, materials management and program support services to the U.S. Navy, U.S. Marine Corps and other Department of War customers, in the United States and overseas. Its work includes spares planning and configuration management for new ship construction.
PAI supports Naval Sea Systems Command (NAVSEA), Naval Facilities Engineering Systems Command (NAVFAC), Naval Supply Systems Command (NAVSUP), Military Sealift Command (MSC), Marine Corps Logistics Command (MARCORLOGCOM) and the Air Force Special Warfare Distribution Center (AFSWDC).
Delphinus links waterfront engineering to the supply chain
Delphinus CEO Roby Lentz said the combination widens the company's support for the Navy and Marine Corps across engineering, maintenance, modernization and logistics. He described it as a step toward building "the nation's premier naval sustainment organization."
PAI CEO Stephen Mellis said customers gain a single partner covering the path from the waterfront through the supply chain. PAI's team also gains deeper technical resources.
Bluestone's July 2026 investment sets the acquisition strategy
Bluestone partnered with Delphinus in July 2026 to build a naval maintenance, modernization and sustainment platform through workforce investment, technical capabilities and acquisitions. PAI is the first acquisition the release describes under that strategy. Bluestone Principal Kevin Doherty said PAI connects maintenance and modernization with the logistics and supply chain capabilities needed for fleet readiness.
