Linker Vision Launches Physical AI Platform Nexa for City Governance

BARCELONA – November 03, 2026 -- Linker Vision has unveiled Linker AI Nexa, a platform that links real-time city data to government standard operating procedures (SOPs), and a Taipei pilot shows tree survey throughput rising from roughly 100 to over 1,000 trees per person per day. The company presented the system at Smart City Expo World Congress 2026. It combines physical AI and agentic AI with NVIDIA technologies to coordinate public safety, resilience and sustainability actions.

Nexa runs a four-step loop from sensing to action

The platform interprets camera and IoT sensor data (Sense) and assesses outcomes using simulation and environmental models (Predict). It then identifies responsible teams and recommended actions based on city SOPs (Decide) and triggers responses through connected systems (Act). Security policies and operational controls govern AI-driven actions.

The stack uses NVIDIA Metropolis Blueprint for video search and summarization and NVIDIA Cosmos open world foundation models to interpret video. NVIDIA Omniverse libraries and OpenUSD unify city, tree and environmental data in a digital twin built with 3D Gaussian Splatting (3DGS). NVIDIA Nemotron reasoning models let users explore scenarios and optimize shade through natural language.

Initial application examples focus on flood and typhoon response. Linker Vision's city-scale Lighthouse Project with the Kaohsiung City Government in Taiwan provides the operational foundation, building on the company's work monitoring road hazards and traffic incidents.

Taipei pilot cuts 15-year canopy simulation to 10 minutes

Linker Vision is working with Dutch architecture and urban design firm MVRDV to apply AI-powered digital twins to urban planning and climate adaptation. MVRDV supplies scientific data and evaluation criteria. An ESG agent helps planners identify heat hotspots, assess planting options and simulate long-term outcomes.

Urban forest applications in Taipei produced the following results:

  • Tree survey throughput rose more than tenfold, from about 100 to over 1,000 trees per person per day using 3DGS scanning.
  • Pilot simulations project shade coverage increasing from 15.7% to over 50% within 15 years.
  • A 15-year outcome simulation for canopy, shade and thermal comfort takes 10 minutes.
  • Planners can run multiple design iterations in one hour, against roughly two weeks per iteration previously.
European expansion targets Poland, the Netherlands, Ireland and Berlin

Linker Vision and MVRDV are exploring opportunities in Poland, the Netherlands, Ireland and Berlin, Germany. The partners aim to extend applications from urban forests to residential communities, urban regeneration, public spaces and rooftop utilization.

Under a "build once, reuse many times" approach, the shared digital twin and AI framework adapts to local data, planning priorities and governance needs. One foundation can then support multiple applications across cities.

Linker Vision Founder and CEO Paul Shieh said cities need AI that "turns information into action and delivers measurable value."
