ACER Publishes First Revised REMIT Reporting Guidance Set

European Union – October 31, 2026 -- The EU Agency for the Cooperation of Energy Regulators (ACER) has published the first of three sets of revised REMIT data reporting guidance. Its first-phase requirements apply from 29 October 2027.

Three-phase rollout runs from October 2027 to July 2028

The revised REMIT framework (2024) and its secondary legislation (2026) introduce new reporting obligations in three phases between October 2027 and July 2028. ACER is issuing one guidance set per phase. Until 29 October 2027, reporting continues under the current framework and existing guidance.

The first set covers exposure and continuous reporting, LNG market data and bilateral transactions with energy-intensive consumers.

First set contains five documents for reporting parties
  • An updated Transaction Reporting User Manual (TRUM) with technical instructions for reporting wholesale energy products.
  • Q&As on transaction reporting, replacing the former FAQs.
  • A guideline on transaction reporting that consolidates existing policy guidance, clarifies who must report, what and when, and includes an annex on derivatives reporting. It is published with the evaluation reports of the recent public consultations on the guideline and its annex.
  • New guidance on exposure reporting, with practical examples.
  • Updated and new electronic formats for collecting transaction data.

ACER developed the documents in consultation with stakeholders, national regulatory authorities and the European Commission.

ACER hosts 23 November webinar and sets 16 November question deadline

ACER will hold a webinar on the first set on 23 November 2026. Questions must be submitted by Monday, 16 November 2026. Technical queries and specific reporting situations will not be covered in the webinar and must go through the REMIT Query Form.

On 27 November 2026, ACER will publish the new guidance for reporting parties under the REMIT Delegated Regulation. In early 2027, it will revise its Guidance and Q&As on REMIT to align them with the recast Implementing Regulation on data reporting. Public webinars will follow each subsequent guidance set, ahead of the next phases in May and November 2027.
