Orlando – October 31, 2026 -- Springbrook Software has made AI Invoicing and AI Permitting available today on its Cirrus cloud ERP platform. It also previewed natural language reporting and a resident-facing Citizen Portal at its Activate 2026 customer conference in Orlando.
The Innovation Roadmap targets three pain points the company says local governments face everywhere: reporting, ease of use and support. Attendees tested forthcoming features and gave live feedback.
AI Invoicing and AI Permitting go live with staff sign-off
AI Invoicing reads incoming invoices, captures the details and matches each one to its purchase order, cutting manual data entry for accounts payable staff. AI Permitting advises applicants, checks applications for completeness and performs a first review of the content.
In both tools, AI does the first pass and staff review and approve the result before anything is returned or approved.
Cloud foundation dating to 2021 underpins the AI rollout
Springbrook cites Nutanix's 2026 Public Sector Enterprise Cloud Index, in which 73 percent of public sector organizations say their on-premises infrastructure is not fully ready for modern AI workloads. Springbrook delivered Cirrus as a multi-tenant SaaS platform in 2021, with a real-time data layer spanning finance, payments, payroll, community development and asset management. Customers receive each new AI feature on the platform they already run, without disruptive upgrades or migrations.
Two reporting tools let staff query data in plain language
The New Reporting and Insights Module puts every report in one place. Staff can ask AI to build, find or change a report, adjust reports by hand and create their own dashboards. Conversational ERP lets users type what they need and go straight to the right record or report. Both were previewed at Activate and run within the platform's existing logins and permissions.
Citizen Portal enters preview with one sign-in for residents
The Citizen Portal lets residents pay a water bill, renew a license and report a pothole with a single sign-in. Utility payments support digital wallets and autopay. Online applications and request tracking are planned. The portal connects to the Springbrook products staff already use.
Service Orders in Xpress Bill Pay lets residents submit utility service requests in the same portal where they pay. For agencies using Springbrook's Utility Billing, each request will appear directly in Cirrus.
HCM Suite adds Open Enrollment feeding Cirrus Payroll
The HCM Suite covers the employee journey on one login. HR Core and Employee Self Service anchor it, and add-on modules cover applicant tracking, onboarding, learning and performance. The newest module, Open Enrollment, feeds employee deductions directly into Cirrus Payroll.
Customer research frames the market case
Springbrook's 2026 Citizen Trust and Digital Expectations Survey of more than 1,000 U.S. residents found that outdated government technology puts public trust at risk. CEO Chris Dinkler noted that the U.S. has more than 91,000 local governments employing more than 14 million people.
The company said some items are in preview, planning or development, and that timelines and feature sets may change based on customer feedback and engineering schedules.
