WINSTON-SALEM – October 31, 2026 -- Modoral Brands Inc., an operating company of Reynolds American Inc., received U.S. FDA Marketing Granted Orders for eight VELO nicotine pouch products, clearing a select set of SKUs for the U.S. market.
FDA authorizes eight VELO flavor and strength variants at 4 mg
The orders cover two product lines, each at 400 mg pouch size and 4 mg nicotine strength. VELO Mini Pouch is authorized in Crema, Lime, Orange Crema and Passion Fruit. VELO Mini Pouch 2 is authorized in Crema, Lime, Orange Crema and Cinnamon.
Reynolds American said it will keep working with the FDA as the agency evaluates its submissions for additional products. The company said it is confident in the science behind those filings and expects further authorizations.
Reynolds ties authorizations to $3.2 billion smokeless investment
Reynolds American recently announced a planned commitment of more than $3.2 billion toward a predominantly smokeless future. The company said the authorizations support that investment to grow U.S. manufacturing, particularly in high-growth categories such as nicotine pouches.
The investment began in 2024 and is expected to support more than 2,000 direct and indirect jobs across Reynolds American's operations and U.S. supply network. The company said this includes roles tied to recent manufacturing expansion and innovation initiatives.
CEO cites adult smoking rate below 10 percent
Reynolds American President and CEO David Waterfield credited the FDA with accelerating progress toward a "Smokeless America." He noted that adult smoking rates have fallen below 10 percent for the first time in recorded history.
The company said nearly 30 million Americans still smoke and that nicotine pouches and vapor products widen their options for moving away from cigarettes. It added that further declines in smoking depend on more innovative alternatives and on tackling an illicit vapor market that it says evades regulation and is designed and marketed to youth.
