GARDANT Names International Offset Preferred Procurement Partner

ORLANDO – – October 30, 2026 -- GARDANT Global has designated International Offset Corporation (IOC), a sourcing firm with more than 30 years of experience, as its Preferred Procurement Partner, widening its access to international suppliers for government and institutional contracts in the United States and abroad.

The deal pairs GARDANT's government contracting capabilities with IOC's expertise in international sourcing, strategic procurement, countertrade, offsets and global supply chain development. GARDANT plans to use IOC's network to find qualified suppliers and alternative sources of supply for specific procurement requirements, with the aim of supporting competitive pricing and faster supply-chain response.

Partners target U.S. SLED agencies, NATO members and Pacific Rim buyers

The companies intend to pursue opportunities with U.S. federal, state, local and education (SLED) agencies. They also plan to target NATO member nations, allied governments and government and institutional organizations across Pacific Rim markets.

Targeted categories include specialized equipment, technology, commodities and professional services. IOC's network is expected to broaden the range of manufacturers and service providers GARDANT can engage.

GARDANT plans a scalable platform for multi-market government sourcing

GARDANT President Paul Karch said the IOC relationship gives the company an established international supplier network and will let it "respond more efficiently to a broader range of government procurement opportunities." The companies intend to build a scalable procurement platform that can support sourcing requirements across multiple markets.

IOC CEO Matthew Talbert said the firm will contribute its international sourcing experience and global relationships to address procurement needs in global markets.

For qualified manufacturers, distributors and service providers, the arrangement is a potential channel to government and institutional buyers. The companies disclosed no contract values, timelines or award targets.
